Job Description:
The Project Engineer will manage capital projects from beginning to end (concept, scope, cost, resources, funding, etc.) and provide engineering technical services to support the plants. This role will be responsible for project management, client interaction, all aspects of site and utility design and oversight of the work of the assigned project resources. The successful candidate will provide leadership, direction, organization and guidance to ensure that project quality management, design and technical services are provided and that performance targets are met. The successful candidate for this role must have a strong background in seamless pipe making including experience with all types of manufacturing processes related to API OCTG Pipe products.

Primary responsibilities include but are not limited to:

Serve as project manager at a plant with complete responsibilities for project safety, design reviews, construction management, equipment quality, budget and schedule.
Responsible for project development (Front End Loading) including cost benefit evaluations, alternative analysis, project estimates, funding requests, scope development and execution planning using a gated project delivery system.
Execute project utilizing cross functional teams consisting of contractors and internal stakeholders as required by project objectives and execution strategy.
Develop and implement contracting strategies including specification writing, vendor qualifications, bid evaluations, expediting, factory testing and payment management.
Perform construction and commissioning management including coordination with plant operations, construction progress management and cost control, and leading commissioning and start-up planning team efforts.
Provide strong leadership, communication, and decision making skills to make critical project decisions.
Responsible to ensure all program targets (cost/schedule/performance/inventory build/etc) are satisfied as defined within the scope document.
Responsible to coordinate cross-functional team communications between all involved business units (Engineering, Operations, Manufacturing, Supply Chain, Marketing, Legal, Sales).
Provide technical engineering services regarding equipment, processes, design disciplines, and industry design standards to the plants on request.

BASIC QUALIFICATIONS:

Bachelors Degree in Engineering from an accredited university, particularly mechanical, civil, or metallurgical engineering
Experience with all types of manufacturing processes related to API OCTG Pipe products
Experience in project management of multi disciplined, small project portfolios to large industrial construction projects ($1 - $100 MM).
Experience managing projects including design, construction, project controls and management of multi-discipline engineering resources.
Experience with construction safety management and demonstrated safety leadership
Strong interpersonal and team skills including communication, leadership, problem solving and analytical, and negotiation.
Knowledge and proficient of Construction industry Institute (CII) and Project Management Institute (PMI) concepts a plus.
Experience in project implementation following an established project delivery system
High ethical standards
Experience in leading cross functional teams including management, hourly personnel and contractors.
Knowledge of engineering, procurement and construction and other project-related activities, their interfaces and interdependencies.
Broad knowledge through significant work experience of industry design standards, basic construction techniques, and equipment specifications.
Knowledge of basic project control techniques including critical path scheduling, resource loading, and cost control including earned value.
Ability to resolve issues and solve problems throughout a project lifecycle
Effectively manage project scope by minimizing change and ensuring any changes which do occur are properly documented and approved.

Level dependent upon experience

Preferred Skills:
Finishing operations such as API and premium OCTG threading experience
Experience with ERW pipe making for OCTG products
Experience with EAF steel production
Understands the heat treatment of pipe as related to API
Understands principles of lean six sigma
